You should swap your golf cart air filter every time you tune up your cart. How often to do that is not an easy question to answer. You will see it suggested that annually is sufficient, and it is if you only drive your cart for a season. If it's more than that, you should consider it up to four times a year. The paper pleats go toward the rear of the cart, it only installs one way. I don't think there is any difference in thickness between the sides.
