There is a three-part system to making any golf cart run. You need fuel that gets supplied by the pump and carburetor. Compression, which is a combination of the intake and piston assembly doing their things. Finally, you have the fire. Which is produced by the coil and the EZGO Ignitor for Gas powered 1981-90 models. The coil generates the high-level voltage needed to get a good hot spark. The ignitor is the unit that times it. This means that at just the right time, the ignitor sends a signal to collapse the spark to be regenerated. All of this happens hundreds of times per minute, and it has to occur at precisely the proper time, or the engine cannot run.

No for I believe if it were the igniter there would be no spark at all. i would check the operation of the cable from the pedal to the spark advance on the engine.
It could be several reasons, but start with the simple things. Check the throttle cable/linkage. Make sure that the carburetors air blockage plate (butterfly) is moving open to shut when the throttle is worked. If that doesn't help there could be a fuel blockage causing fuel starvation.
